Chapter II: The Legal Revolution and the First Lady (1522–1534)

By the mid-1520s, Suleyman earned his title *Kanunî* (The Lawgiver). He realized that an empire stretching across three continents could not be held by the sword alone. He began a massive project to harmonize the *Sharia* (religious law) with the *Kanun* (secular administrative law). This legal code remained the foundation of the Ottoman state for three centuries.
Simultaneously, Hürrem was orchestrating a social revolution. She did the unthinkable: she remained in Istanbul after bearing her first son, Mehmed. Traditionally, a concubine was “retired” after one son to prevent her from gaining too much power. Hürrem broke this rule, bearing five sons and a daughter. In 1534, after the death of the Queen Mother (Hafsa Sultan), Suleyman took the unprecedented step of legally marrying Hürrem in a lavish ceremony. This elevated her to the rank of *Haseki Sultan*, a title created specifically for her. She was no longer a slave; she was the most powerful woman in the Islamic world, managing her own treasury and corresponding with kings.
